Yeah. Furthermore, I want to be able to make a folder public to the internet so it can be searched and tagged by other people. I doubt many others would want that, but I think it would be fabulous.

Right. Hardrive. I don't want internet connectivity to impact my searching. I also may not want to upload everything to websites, even if they are labeled private or whatever.
I think boobirdsfly's suggestions are meant for that.
When you want to index photos on your hard drive -- use Picasa, which is a photo indexing tool for a Windows machine (I can't wait for a Linux version!).
When you want to share them to the web -- use Picasa to upload them to Flickr.
Much easier to use Flickr than to worry about the security of sharing some part of your personal computer to the internet (not to mention your home connection probably doesn't have an easily identifiable URL).
I figured how to do it with iPhoto, but its a pain in the arse. And really I want this to not just be image files, but documents and .pdfs and so forth. I should not have to organize with folders any longer.
Google Desktop is the way to go. It indexes every file on your hard drive and has a search box always present where you can type in the file name and it will immidietly start looking as you type. I think it's exactly what you're looking for.
Hmmm. Not by filename. Spotlight in OSX does essentially that andthen displays the results by filetype. It also deals with content of text and pdf documents. I want it for images and other non-text files.

I use Linux myself. I was just guessing that you might use Windows, but you're an art guy -- I should have guessed Mac.
To be fair -- you should have said you wanted a Mac solution. *shakes finger*

Hmmmm.... Picasa allows you to do that on your hardrive because you can tag everything. it's internet independent.
